URBANISMO ASCENDENTE - Antecedentes - Background

La planificación urbana tradicionalmente ha sido realizada de una forma jerárquica, dictada generalmente por los gobiernos de acuerdo a sus estrategias de desarrollo futuro o simplemente respondiendo a la problemática existente, limitándose a la visión del urbanista en turno o incluso de los intereses de la iniciativa privada.

Al mismo tiempo existe la interpretación particular que cada ciudadano ha hecho de las ciudades: el uso, desuso o incluso abandono de los espacios públicos; la aceptación de los estándares mínimos; las modificaciones por gusto, interés o necesidad de sus espacios privados, en fin, todas esas acciones que generan la identidad de cada ciudad.

En el caso de Tijuana, estudiada y mitificada de diversas formas y en tantos niveles, de la que tanto se ha dicho y escrito y por lo que una vez estudiado el objeto, empiezan a surgir voces de acción, grupos que no se conforman en aceptar lo que se diga de la ciudad, que saben que la indiferencia es el peor de los peligros, que han aceptado los defectos y virtudes de esta ciudad y que han empezado a tomar acción para transformarla en su particular interpretación de lo que la ciudad debiera de ser, en ejercer su esfuerzo entendiendo que este despertar cívico, donde los ciudadanos se han dado cuenta que la solución de los problemas no es exclusiva de los gobiernos.

La propuesta de este estudio es conocer y analizar las diversas manifestaciones organizadas que transcurren en la ciudad, intentando integrar una plataforma participativa de esfuerzos e incidir con mas fuerza en la regeneración de la ciudad, donde la sociedad organizada pueda no solo proponer, sino exigir también una voz mas fuerte en la toma de decisiones.

URBANISMO ASCENDENTE - Background

Traditionally, Urban planning has been made in a hierarchic way, dictated generally by the governments according to their strategies of future development or simply responding to the existing problematic, limiting themselves to the vision of the city planner in turn or even to the interests of the private initiative.

At the same time exists the particular interpretation that each citizen does of the city: the use, disuse or even abandonment of the public spaces; the acceptance of the minimum standards; the modifications for interest or necessity of its private spaces and all those actions that generate the identity of each city.

In the case of Tijuana, studied and mythicized of diverse forms and in so many levels, of which much has been said and written, actions begin to arise, groups that are not satisfied in accepting what it’s said of the city, citizens that know that the indifference is the worse of the dangers, that they have accepted the defects and virtues of this city and have begun taking action to transform it into they’re particular interpretation of what the city should be, understanding that this civic conscious awareness implies that the citizens have realized that the solution of the problems is not exclusive of the governments.

The purpose of this study is to gather and to analyze the diverse organized manifestations that interact in the city, trying to integrate a participative platform of towards the regeneration of the city, where the organized society does not depends of governments to create the spaces they need.
